How is it determined who has permission to view sitetree-fragment.xml?
We are working with the AC auth stuff and if a user is removed from all
the groups, but given edit permission or similar to a page or so, the
site tree won't show up under the site tab, and there are issues with
trying to do internal links. I don't see anything lists that particular
path.
