No, this is not planned. We talked about the potential benefits of a migration to 2.2 at the last user meeting, but since the major changes are related to the build system, we don't see a particular need to update. I guess it's too early to consider 3.0 yet.

AFAIK Xalan doesn't support XSLT 2.0 yet, but you could use Saxon. See
http://cocoon.apache.org/2.1/userdocs/default/xslt-transformer.html for

I will try that ASAP. There is any know issue to define Saxon 9.1 (the last
one) as the default xsl parser ?

I'm not aware of any issues, but you might also ask on the Cocoon user list. I could imagine that Saxon is more strict re. the XSLT and XPath specs (e.g., Xalan doesn't choke on variables in match patterns - no idea about Saxon here). But you'll certainly notice these things soon enough.
