Do you have errors in logs associated with this ? Are you sure that all your java processes are stop when you restart your services ? (I had sometimes stranges behaviour and observe that they are due to some zombies Tomcat process, that not all shutdown on stop command) you says : > to access the page > '/publication/authoring/'.
