there is even a related ticket for this, https://trac.neo4j.org/ticket/48.

With the RemoteNeo work, we could look into attaching to existing Neo
instances, and then IMHO it is time to build the first standalone
Eclipse product in order to ease installation for users and get some
feedback ...
