Joshi, the 0.8 REST server is not longer acive and merged into the Neo4j Server, so we are talking about the neo4j.properties in the conf/ directory of the server download. Setting the server into readonly mode will not block the other process accessing the files, since they will not be locked by the Server incstance. )I have not tested this though), So your scenario should work with the Neo4j 1.2. download and some neo4j.properties tweaks.
