Simplest difference is that EBS volumes are like storage devices that can be mounted to a running instance and provide file system functionality. S3 is more a general purpose durable storage engine, but doesn't directly allow mounting it is a file system. There are some hacks/3rd party ways to do it, but I'd avoid them for Neo4J usage.
