Unless you are using Eclipse 1.0, call PDE Tools... on something not
related, or something else I don't want to guess, my bet that you may be
messed up plugin version in feature descriptor.

I've done what it says in notes.txt - and with or without updating the
references to the embedder nothing seems to happen when I do the PDE
Tools -> Build Site.
