All that thing does is set system properties, but Maven is not using
system properties. Besides, to make it work the same way between command
line and the IDE it does make sense to use settings.xml

"If WTP is installed" is quite a problem. Besides, there is no API in
WTP for that.
Maybe you can try to ask WTP folks to use Maven settings instead. ;-)
