I been able to reproduce this. Please create jira issue.
Current workaround is probably to restart Eclipse. You can see if your
settings are used, for example if you change location of the local
repository (usually it is printed to the Maven console during any build
or dependency downloading).

Same error.
5. Created a slightly less trivial, but still trivial file. Same error.
6. Removed the xschema information from the file. Same error.
7. Tried a blank file. Same error.
8. Tried no file. Different error, but error none the less. New
error reads: "User configuration is invalid"
9. No exceptions get logged to the eclipse error log.
Basically, it appears that no matter what the settings.xml file
contains, the plugin rejects it.
My Questions for the Mailing List:
+ I'd like to get at least 1 other person to try the steps to recreate
above and confirm the problems do indeed happen for them.
+ Should I go ahead and open a JIRA issue for this.
+ Will this keep my plugin from working properly?
