Please note that this is not a link, but the url for the Eclipse
update site hosted by CollabNet.
It would really help if you provided little more details beyond "does
not work". Please see the following document for some hints.

work, so I can not get the latest subclipse plugin.
What id the update site url or any other way to install the 1.3.5 or
later subclipse plugin?
That would be the url I gave. You can visit CollabNet project web site
[1] and ask in their mailing lists. The update site url have been
working in several environments I've tested on.
