issues with the maven repository may be posted on its bugtracker: http://maven.apache.org/guides/mini/guide-maven-evangelism.html

emf had naming issues (bad artifactId), so it was moved: http://repo1.maven.org/eclipse/org/eclipse/emf/org.eclipse.emf.common/ if there is no released 2.3 available from eclipse it wont be added to central. you could add the current emf libs from eclipse to your local repository. or ask in the bugtracker to add the released versions.
