thank you for the help.
Actually it turned out that the reason was the same as in your case, which
is that the plugin was trying to connect to the local repository through a
proxy server. This also solved my other problem with Maven hanging on
reading the project pom.

So the reason is simple and is as follows:
if you have a proxy server configured in your Eclipse (Preferences ->
General -> Network Connections) and you are using an internal repository,
you need to add this repository's IP to the "No Proxy host names" list
(unless for some reason you want the connection to the internal repository
to go through the proxy). I think this might be worth adding to the FAQ.
