I think Eugene made a typo in the text.
Look at the versions listed in the issue tracker. It goes:
0.0.11
0.0.12
0.9.0
1.0.0
So logically the question should be, why the big jump from 0.0.12 to 0.9.0?
It sounds like Eugene's getting ready to release 1.0.0
