I am thinking about a multi-tab form editor. Obviously, plug-ins would be too large of a scope for this, but not all of the standard elements. XML auto-complete you can get from the standard Eclipse XML editor (if you include an XSD).
As for sections, I'd say the <build/>, <repositories/>, and <dependencies/> would be the top candidates to start with (along with the general project info stuff: <modelVersion/>, etc.). Maybe have a source tab as well for direct editing.
