Eclipse already provides such facility. It is called "Common Navigator
Framework" and it is used by WTP J2EE Project Explorer, for example. As
far as I know, JDT Package Explorer does use common navigator and the
only way to make resource folders visible there is to add them to java
build path.
I tried out the project explorer view for a while some time ago, but reverted to
the package explorer for reasons I've forgotten. I just tried to change the
folders view type to 'flat' for the src/main/webapps folders, but I couldn't see
any way to affect it. Is that not what you meant?
