When I did the testcase project, I undertsood what occures. Workspace resolution doesn't work for web applications if the "Web App Libraries" is not added to the project libraries.
This "Web App Libraries" is currently automatically added only when you import a new project, but not when you enable Maven dependencies or Workspace project resolution. >From my experience, this issue is REALLY difficult to understand, so I think "Web App Libraries" should be automatically added when "enable Workspace project resolution" is checked.
