Mansoor,
You need to use "Checkout Maven project from SCM" wizard to checkout
your project from CVS to get multi-module projects imported as several
Eclipse projects [1]. It might be somewhat inconvenient right now,
because we don't provide "Checkout as Maven project" menu in "CVS
Repositories" view, so you need to specify the CVS URL for your project.

Also, if anyone is interested to work on more advanced CVS support for
m2eclipse please let us know (I have stub implementation that should
help to get started and we have documentation on the wiki [2]).
Alternatively can submit a JIRA issue for CVS support and once it will
gain few votes we will raise its priority and put it into the project plan.

Eclipse Projects are needed so that the webapp module shows up as a
different project that can be deployed to a webserver within eclipse. Is
there some settings file not checked in that would cause this issue?
