Not sure if I answered this, but it seem like web.xml is actually
created by WTP. Perhaps when m2eclipse adds one of the web facets to the
project.

The new Maven project wizard in "Simple project" mode does not create
any resources other then pom.xml with specified Maven coordinates and
basic folder structure. So, you have to manually create your web.xml and
configure required Maven plugins and other project resources.
If you need just a simple web project that would build out of the box,
you can use maven-archetype-webapp, which does exactly what you want.
