If I am not mistaken RAD7 is based on Eclipse 3.2 and WTP 1.5 (or something like that) and RAD6x is something earlier then that. But the current WTP integration for Maven feature only supports WTP 2.x and 3.x. As far as I know RAD7.5 is based on Eclipse 3.3 or 3.4 and newer version of WTP that should work with m2eclipse.

Unfortunately we don't have resources to support old RAD versions, but there are few people who were interested to work on RAD7 support. See comments on http://jira.codehaus.org/browse/MNGECLIPSE-653

This is how it is supposed to work, i.e. utility jar projects should not
appear in Maven Dependencies classpath container, only in J2EE Module
dependencies. What is the problem exactly?
