We need community help to track down issue with installing from m2eclipse dev update site because of proxy. If you ever had troubles installing m2eclipse, but your problem went away after opening site.xml, content.xml and artifacts.xml in the web browser, can you please report your proxy configuration on Eclipse bug at https://bugs.eclipse.org/bugs/show_bug.cgi?id=249990
