Central repository index is an optional feature, so simply do not select
this feature when you install m2e.
If you want to remove central repository index from existing
installation, you should be able to uninstall/disable
org.maven.ide.eclipse.central.feature feature and
org.maven.ide.eclipse.central bundle. You can also delete the bundle
from eclipse/plugins directory, but this may confuse eclipse update
manager later on. Disclaimer: I have not actually tried to do any of
these ;-)
