This has been fixed and verified by Henri for the Maven 3.0-alpha-2 release. This code will not be integrated into the embedder in m2e for a few weeks. You can use an external version of Maven to work around the problem.

It's a known problem with the 'embedded' maven used in m2eclipse.

jaxws mojo and tools.jar location didn't works well with maven embedded
2.1.

This is pretty annoying since it seems to prevent the Maven Eclipse
builder from completing its task. We use Eclopse 3.4.1 and m2Eclipse
0.9.6.

Does anybody else have the samt problem and have you found a fix or
workaround for this...?
