Sounds like we can definitively say that offline is not honored for the set
of all operations, then :-)
In this particular case, the top-level operation was importing an existing
project into Eclipse. I don't know what lower-level operations that might
spawn, though.
The project import should honor offline, so as the launching Maven
goals. If that is not the case, please report it to the project issue
tracker.
I believe that "Maven / Update Snapshots" is NOT respecting offline,
but "Maven / Update Dependencies" - does.
