I solved the problem by putting the org.eclipse.osgi_3.2.2.R32x_v20070118.jar
into the eclipse_3.2/plugin repository.
I try with tycho-distribution-0.3.0-DEV-2146 but the issue's still occured.
Will this bug fixed in a next version ?
