I'm using it (initially) for the problem reporting plugin. I guess I
could move it there, just thought it was going to be useful for other
areas later.

Why did you need to add the getProxyService() method to the
MavenPlugin? It doesn't have anything to do with Maven and not used
by any m2eclipse code. If you need proxy service in some plugin
perhaps it should be retrieved in that plugin and not be the Maven
core API.
