Not able to build/run 0.6-SNAPSHOT on windows

I am getting :

java.io.IOException: Failed to set permissions of path: 
\tmp\hadoop-paritosh\mapred\staging\paritosh1826947722\.staging to 0700

while building 0.6-SNAPSHOT on windows machine ( This exception came 
while running test).

I am able to build the jar after skipping tests. But, the problem is, I 
am not able to run the jars on windows machine. I was/am able to run 0.5 
version on windows machine. The 0.6-SNAPSHOT versions are running fine 
on linux.

Is this a bug or I am doing something wrong?
