Mahout is not normally tested on Windows. Most of the code is likely to work because it is in java, but the scripts that invoke the command line program all require standard shell scripting capabilities not natively available on Windows. You might get by with cygwin, or you might not.
If you want to do the work to make it work on Windows, that would be a great contribution.
