Hi Fatih, I'm afraid I am not a SharePoint expert. Perhaps it's not permissions, but what groups the user belongs to? Is the user part of the site's user collection?
I wish there was a good way to debug this kind of thing with SharePoint, but unfortunately I don't know of any.
