Issue was resolved. I don’t know how I should have known that I was using the wrong repository.
I was able to build on our Jenkins instance using https://git-wip-us.apache.org/repos/asf/mesos.git I was not able to build using https://github.com/apache/mesos.git Thanks to everyone for all the responses.
