Our workflow only allows users in the contributor role to be assigned to issues. I've added Mohan to the role and assigned the issue to him.
That's a pretty standard workflow, but if we find that doesn't work for us, we can change it. Fwiw, often initial contributions are assigned to an existing committer who helps the new contributor through the process. -D...
