I think the core problem you're hitting is an issue with the NPM install.
This seems related to an outstanding ticket METRON-914 [1].

That ticket mentions that it occurs when running on Ubuntu.  What Linux
distro are you running the deploy from?

Have a look through that ticket and see if it matches your experience.  I
am not sure what the resolution is on that yet.   If you can add any useful
information or even a "I have the same problem", I think that would be
helpful.
