No, this is absolutely normal. <[code-compat]> is defined in
midgard-root. You didn't use it, which means it will be silently ignored
and you get this message in debug-level.

Personally, I claim that some sitegroup stuff is still not ready for
production. I'd suggest to use a sitegroup-less setup, if you can afford
it.
