You do not need mod_charset to work with Chinese. mod_charset is
needed when you what to represent same info in different encodings
like with Russian language (6 different encodings).
All you need is to set
MidgardParser russian
in Apache's config and use
header('Content-type: text/html; charset: Big5\n");
as first output of your script.
