Yes. I have a draft of a CodeSnippet naming spec that I still
want to polish slightly before I send it to dev for approval.

So far no one has offered to help with these. I'm willing
to write the mailing list archive part, but don't have time
for the bug tracker.

Yes. In my view the bug tracker and task manager would be
the same application. Bugs are just tasks to be handled,
after all.
