This is not correct. If midgard finds a host record for the requested
url, it will serve the page from the database. Only if Midgard does not
find a match it will look on the file system. So it seems like your
server does not recognize the url you access as being the midgard host
for the layered admin site.
Please check the contents of the host table in mysql, and the contents of
apache's error_log (often found in /var/log/httpd/error_log) after
setting the LogLevel directive in httpd.conf to debug (LogLevel debug).
If that doesn't help you to solve the problem, please send the contents
of your host table and a relevant part of the apache errorlog to the
list.
