Yop!
I compiled expat on my Debian box. And got the same error.
I made mkdir /usr/local/include/xml and 
cp expat/lib/*.h /usr/local/include/xml/

That helped with configure midgard-php but error occure while trying
compile midgard-php
after make I got error "xmlparse.h not found"
I made symbolic link xmlparse.h to expat.h.
Till now It helped.
