Yes. code-init (or code-compat) could be a good place to enable this
globally,
or, if this is not a shared deployment, a custom addition to your
rootfile.

I'd say yes, but I don't know your schedule of course. 1.4.1 gold is
slated for
late februari. The beta should allow you to get a start on your work,
though,
since we don't have large changes in the plan.
