Ok, current versions of nadmin have new page creation in the _/edit\_
_/subpages\_ create new subpage
New root pages can be created by the sysadmin or co.admin using the edit host
page -> details.
M3 (next relase) has moved the _/New Page/Element\_ to the top bar before
_/Preview\_ tab.
But

M3 - (we have changed index.html to Root Page - as It was added to alieviate
some confusion - but ended up adding more!)
