The user should be able to see all the sites that his is a member of the group
that owns them - 

A person in an approver group - must also be inside the 'editing' sub group..
otherwise they will not be able to see the group.. = the inheritance does not
apply to membership of parent groups (from what we found a while ago)

This is standard behaviour - only company (SG) administartors can create top
level styles, top level topics etc. only system admins can create websites.

M3 moved the location of alot of the New buttons to a more logical place.
