Well, you have to unpack it with
tar xvfI midgard-data-1.4.1-5.tar.bz2
(in this case)
after that move to the directory created above and configure.. like
explained in the install - text or on the midgard-homepage.
(If you had your .bz2 packages in e.g. /usr/local/midgard, after the
unpacking of the -bz2, there will be a path called
/usr/local/midgard/midgard-...-1.4.1-5 )
