OK, getting there slowly - just had a look at that code to see what is going on...

now the questions ?

do you have a style called 

adminsite_template_eng

is there only one of them..

does that style have a style element called 

       <[element_approvelist]>

does it have any content..


If this is a fresh system try this

mysql midgardstaging -e "update repligard set updated=0,changed=0;";

then 
repligard -i nadmin_core_1.4.xmlgz

this will force install all the code again.
