Did you try to export/import using repligard_withsg.xml ?
If yes, then you could try to use xsg for the export part, it will separate
your sitegroups into several files that you can then import one by one,
changing the user login/sitegroup for each import.
If this still not work, try using both, although always using
repligard_withsg.xml should not hurt...
