No. php-config does not provide version number. I can initiate talk in
php-dev about adding this option to php-config, this might be easiest way
:-). If PHP is compiled with CGI module, then 'php -v' gives an answer.
But this binary isn't neccessary to compile PHP extensions so we can't
rely on it.

1.0 has been released yesterday. My opinion is that it'll be in use no
earlier than this December. It makes vendors' life quite hard.
