Sorted by adding libexpat.so.0 to ldconfig's path #/var/expat/lib and
running /sbin/ldconfig (-p shows now listed,<good>)

Roger that... dropped old dbase and rerun configure and dbinstall. Message:
Reading config file install-repligard.conf
Message: Importing Asgard-1.4.1.xml.gz

Great now onto httpd.conf

No, your database is empty because utility that supposed to fill it up
didn't work due error above. And nothing will work in future till you'll
fix this error.
