Anything you create is created in the sitegroup you are currently
logged into. If you log in as administrator, in the adminstrator
'Company', you are logged into SG0, hence anything you create will be
part of SG0. This is not a bug; the typical things to do when logged
in with root privileges is create sitegroups/host records
(require root) or change the admin site (you want these changes to be
in SG0). Anything else should most likely be done while logged in as
the sitegroup admin. The behaviour you are seeing is perhaps not what
you expected, but it is as specced.

I don't know enough about nadmin to tell you what's going on here, but
it could well be an effect of the above.
