Is it safe to just run fetchcvs, and start installing lib, mod, php4 from
the respective directories created/downloaded by the script, and deleting
everything from the previous, unsuccessful installation?

No bootstrapping....what exactly does bootstrapping do??  Is this really
necessary?  Can i just do what i described above without bootstrapping?
