Here is a brief (looks strange for me):

after midgard 1.4 install
mysqladmin create midgard
mysql midgard < my_database.sql
database upgrade script
repligrad -m 
mysqldump -t my_database > my_database.sql
mysqladmin drop midgard
mysqladmin create midgard
mysql midgard < empty.sql
edit my_database.sql to remove anything for repligard table
mysql midgard < my_database.sql
-------->8----------------->8------------

Running 'repligard -m' and wiping out repligard table later does not
do anything useful ('repligard -m' didn't help you here since you anyway
deleted all records created by this move). I can't see how this improves
your situation.
