Yes, this is related. I haven't done a pre 1.4 upgrade for a while, but I
was under the impression that the upgrade script would move all
non-administration hosts to a migration sitegroup. There used to be a
separate script for this, but there is no version in current CVS. You can
get it from the attic though:

Be sure to backup your database before trying this, as I don't know its
current status. All I know that back then it saved me a _lot_ of time and
frustration.
