[midgard-user] empty host table

After running dbinstall, it came to my attention that host table is empty.
Looking at the dbinstall script, midgard-en.sql is only executed if old
admin install option was chosen. This is a new install and I wasn't planning
on installing the old admin site. Is this a bug? To fix it, should I run
midgard-en.sql manually? Thanks.
