output on a Mandrake build machine:
[armand@squirrel armand]$ cat /etc/mandrake-release
Mandrake Linux release 8.1 (Vitamin) for i586
[armand@squirrel armand]$ locate apxs
/usr/share/man/man8/apxs.8.bz2
/usr/share/doc/apache-manual-1.3.20/programs/apxs.html
/usr/sbin/apxs
[armand@squirrel armand]$ rpm -qf /usr/sbin/apxs
apache-devel-1.3.20-3mdk
so, install the apache-devel package and you will be set. The mandrake
RPM's that are available for download rely completely on rpm packages, no
source install should be needed. Maybe you need to do a:
export PATH=${PATH}:/usr/sbin
before installing the data package. Let me know about that.

I could not find apxs on my RedHat 7.1 build machine, so I'd suggest
sticking with Mandrake for now. (Then again, I may have overlooked yet
another package that contains apxs on RH7.1...)
